Players can find the Mayor's Briefcase on a bench outside of the City Hall. Obviously, it is a small briefcase so it isn't going to full stock your operator up with 3-plates, large backpacks and kill streaks but it usually contains valuable items like intel that you can extract or sell at a buy-station towards those things.
