The 'Smugglers Drop' locked bag is found in the Castle District of Vondel. Head to the building in the North West corner of the map to find this bag. Note that on occasions this bag is locked inside of a Stronghold so it's worth finding a Stronghold Keycard before heading across the map to unlock this one.
